It might be the amp itself. How old is it? Also, are there any fluorescent lights nearby or a CRT monitor? Or any appliances?
Or Neons? These would cause interference with the amp.

It might also be the bass. To find the problem, you may want to take your bass to a music store and plug it into an amp exactly like this one and try others as well. Still got a noise, then it is your bass.

If a wall plug has 3 holes it has a ground

Call a licensed electrician to install a properly grounded 3-prong outlet. Not something you should try to do by yourself.

It's not so much the outlet being grounded. Your amp is picking up on what we call "noise" in the line. It comes from other devices being in operation on the same electrical circuit.
You can dedicate the line by running romex from a new breaker to an outlet thus ensuring that your amp is the only device on that circuit.
You could find out what else that circuit services and turn all that stuff off. Not a good idea cuz you might be shutting off the fridge or something important.
You could buy a noise filter and plug it in between the outlet and the amp.
Dedicating the line will get the best results.
