I dont see why it should be stealing, hip hop was born out of the sampling culture.
Just to be safe, try and get the original artists consent first.
Id say its dubbing; you're not re-engineering the original track the lyrics appeared in, youre placing them on a totally different track.
i would say stealing unless your lyrics.
