The song itself is about cheating on someone.
The video portrays that with the fish in the tank. They only can live if their tank is full of water. The fish instead represent (well, in my opinion) the number of people that person has slept with in their life. Another way you can think about it is that having so much fish is wrong, but for the main character (the girl), it makes her feel happy. Like if you had sex with many people, it probably isn't the greatest thing but it makes (well, it might) you feel that you belong somewhere with someone for the night.
The girl walks around with many fish in her head, showing her infidelity. She follows a trail of water where she finds a fish laying on the ground. She scoops it up and puts in her tank (this doesn't necessarily have to mean that she slept with someone; it shows that collecting fish from other people is just as bad as sleeping with so many people). She finds a man on the street, and realizes that it's her husband. You see the tank broken, probably meaning that he found out about her betrayal to him and killed himself.
The meaning gets easier from there.

although i do like someone's answer that get's really indepth, but i watched the making of the video, and the band said that the fish tanks had nothing to do with the song, and that the video was just something they wanted to do.
