This is a tough question to answer but I suggest you don't try look for a female singer that has a similar voice to Raine because that's almost impossible to find, there maybe one or two in this world but how are you going to find that female singer?
Instead why don't you make your own variation of it? loads of female singers have covered great male vocalists one food example is Mariah Carey singing "Open Arms" originally by Steve Perry and the band Journey. If you could do the same and make it your own song then that's great and I'd love to here it, people love that, I also loved Christina's cover of It's a man's man's man's world by James Brown and it was ranked one of the greatest performances on a Grammy show.
Search for your own voice and do a cover for some Our Lady Peace songs, that's really the best way to complement your favorite singer.
