Just click on sign up, and fill out the information it asks for. Then go to your email and confirm it. It's free, as well.

If you mean YouTube, then you just go there and click "Sign Up" at the top right of the page. It's free, and you don't need to enter anything like a credit card.
I don't know about UTube.
YouTube is free to join and post videos... though the government keeps watch on it and any inappropriate videos or something stolen from TV will be taken off and you might get fined. Keep your videos clean and have fun!
