Synth rock as well as synth pop are variations of rock and metal mixing with industrial beats. Unlike Harsh EBM which is more like trace in industrial form, Synth rock has a rock feeling with the industrial beats to it.

Now this is not so much industrial, but more synth. You can hear the drums and guitar, but you still get the synthesizer.

You hear more industrial, but if you hear close you can hear the drums and guitar.
This sub genre is sometimes confused with soft EBM(electronic body music, such as combichrist and Grendel).
To give some more history, bands like Yes wanted a more unique sound to their music so they started to experiment. Later the synthesizer was added as a main instrument to this bands and bands like Depeche Mode were created. Industrial at this time was rising in popularity. Today bands like The Birthday Massacre and Razed in Black continue to add the synth rock to some of their songs. If you want industrial metal try nine inch nails, Ministry, and Deathstars.
I'm from chicago and call tell you Kill Hannah is not a synth rock band, but an alternitive band of today.
P.S. Industrial and synth rock are sometimes viewed as gothic, but that is a wrong label altho they are very close together.
