Always the good old fashioned rolled up blanket in the bass, and if your drum skins are low quality you can line them with duct tape around the perimiter of the drum and put a cross in the middle.
Tuning the drums every single time you play will massively increase their lifespan as well as making the sound better.
If your cymbals are bad theres not really anything to do but buy a new set.
