Answers: if im given a transposed part to get to concert do i move up or down? if im in concert and want to transpose do i move up or down?

Well, transposition will entail a different number of steps up/down for each instrument
ex: Bb trumpet to concert (C) means that you have to go up one whole step (down one whole step if you have concert and want Bb trumpet)
For an Eb instrument like the alto sax, you have to go up a major sixth to get concert pitch (C) (down a major sixth if you're going from concert to alto sax).

Examples: Bb Trumpet: F C A A
Concert C: G# D B B

Eb Alto Sax: C E G G
Concert C: A C# E E

What instrument do you play and what is the transposed part?

You really need to be very specific in your question: what instrument(s) are we talking about? What is the key of the piece you're referring to?

Edit:
Most transposing instruments sound lower than concert pitch (even the clarinet and Bb trumpet sound a tone lower and, therefore, you have to write their parts a whole step higher). One exception is the small Eb clarinet which sounds a minor 3rd higher than concert pitch and so you have write the part a minor 3rd lower to compensate for that. Eb alto sax sounds a major 6th lower (so you write the part a major 6th higher) and so it goes on.

Where do you want to arrive? What is the key ?

Remember to take the instrument to the music not the other way. For exmple You might play a horn in F and the the music wants a Horn in D you must read down a minor 3rd. If the Music is for C trumpet and you have a Bb trumpet you must read up 1 tone. If you have an alto sax in Eb and are trying to read a flute (concert pitch) part you can read down a min 3rd but you will sound an octave lower than the flute. You can read up a maj 6th (or down min 3rd and up an octave!!)
All you need to remember is to take the instrument to the music.
