The band that originally did it was Generation X (a band with Billy Idol).
It was Billy Idol, but as a member of Generation X. He re-released a more radio-friendly version of it a few years later as a solo artist.
It was by Billy Idol's band Generation X...then he released it as a solo track and had pretty good success with it.

It was Generation X. Actually at time that this song came out (1981), the band had shortened their name to Gen-X. This was Billy Idol's first band before his solo career. Later he went on to market the song himself.
