Well since you mentioned mostly rappers, I'm guessing you don't mean out of those options....
IMHO, if we are just going off of popular (or well known artists) the best singer in the world was Whitney Houston (when she was in her prime) but today it would probably have to be Jennifer Hudson. As far as male singers go, I would have to go with Brian McKnight.
