i highly doubt you'll be able to get it at target but some people might resell theres on amazon or places like that. its difficult to get them not through fuled by ramen be cause they are limited edition. look at amazon.com though.
I'm sure, eventually you can order it thru amazon.com. I think if you want to pre-order a copy you have to go thru the fueled by ramen store on their website:
