Work, work, and more work. Unless you are the luckiest person on earth, it takes loads of work to get recognized by someone in the business. It helps to be in a band. If you can't get yourself into a band, then try karaoke. Sing anywhere you can - lounges, restaurants, street corners, churches, weddings, funerals.....get yourself heard. Is there a studio nearby? See if they need a backup singer. Get yourself booked at festivals. Summer is around the corner and that's a great time for outdoor festivals.
The trick is to be good, and to be heard when you're good.
Some of the answers say to make a CD....that's risky. If you're good enough, someone will pay you to make a CD. Don't be duped into spending your own money in a studio.

Join a talent agency or audition for work in a pop band. Check out papers such as Drum Media and see whats in their classifieds section.
local music houses usually have some scouts
Make a cd or a record and bring it to a company. Don't go on American Idol because there is a 10 thousand cance
Go see live acts and chat with the musicians, perhaps phone some up. If they're not pr1cks (or out of your league) they'll give you a whirl. It would help if you first learn some 'standards' (very well-known, popular tunes).
Also make an artist's page on myspace, and check our their classifields for musicians wanted (that's how I found a bass position).
Go to music shops and leave a small ad / read existing ads.
Check local newspapers small ads / place an ad.

You Tube :) I'm a Filipino and many Filipino's got famous through You Tube hehe:) did you remember the guest of a Filipino Singer shown on the Ellen Degeneres Show? hahaha she said she met some guy there and probably she could start a new life and make records and probably it can be a hit song. Try it you'll never know what will happen :)
