Jimmy Webb (from Q magazine): "It's clearly about a love affair ending, and the person singing it is using the cake and the rain as a metaphor for that. OK, it may be far out there, and a bit incomprehensible, but I wrote the song at a time in the late 1960s when surrealistic lyrics were the order of the day."

OH NO!!!! You've put that awful song in my mind!!! That wasn't very nice of you! *LOL*

My understanding is that it is truly about -- nothing in particular, even though wikipedia states otherwise.

The song was written at a time when other artists (like paul simon) were just putting random phrases to music.

My guess is that the lyrics really are just random.
