MALE: Jim Reeves. There isn't anyone in the same league. He had, without question, the best voice that was ever recorded and released on a country record.
There are certainly others that can convey more emotion (e.g., Hank Williams on "I'm So Lonesome I Could Cry," George Jones), but for technical and vocal supremacy, it's Jim Reeves, hands down.
FEMALE: Rose Maddox. She had a good voice, but it was the emotions she could draw out of you with her voice that set her above everyone else.
