i honestly think Jay Z. he has been the most consistant..... nobody on here should say NAS ..... why? because NAS consistancy has never existed. KRS ONE? from 1990- til now? were has krs 1 been fore the last 10 years.. lets be real people.... Snoop? nah... not at all... there is not rapper out there in history that has been this consistant.. think about it..... really really think about it.. jay z is a very solid rapper , he is consistant. hot interviews, a true superstar. and he started a bit late... 1996 to be exact. i mean we can bash him for being ugly, for his horrible retirement, his biggie lines(which he has all the right to do so... they were true real homeboys,,, why wouldnt he use some of BIggies rymmes?). no argument... on this one.. Jay has had this locked down.... oh and please dont give me the "2 Pac and Biggie" story again, everyone puts them on a pedistal... for what? a couple of good years that they had... lets be real... 2 pac is a bit overrated... and biggie... well even puffy and Jay have said that they dont think Biggie in this present time would have an image to be a rapper. because he had a different image which of course was the pimp look and that is just not the style anymore.. were is Puff now and when was the last time snoop had a hit true platinum record? these all have slowl,y died because there image faded... and Jay has kept the image up to par.... matter of fact Jay has set the trends.... this is a no brainer... Jay Z for sure

I agree with Jay-Z, unfortunately. His is, hands down, the most successful career in rap during that entire period.
If you mean best in that other way...tough call. Some of the best rappers around also happen to not be very consistent.
I'd have to give it Jay-Z. I like L.L. but I can't put him the best rapper catagory because his flow is sometimes, a little bit better than garbage. Jay-Z may use a lot Biggie's rhymes but ALL rappers have used music samples from back in the day- like James Brown and Parliament. A borrower is a borrower no matter what it is you're borrowing. So it doesn't faze me too much that Jay would use some of someone else's lines.
