Here's my take...
He's feeling guilt because of the sad state the world has become. We've lost our innocence, our purity, and part of our humanity. There is a "storm" brewing (more bad stuff coming), and he feels partly responsible, as a single person, and as a part of a larger society. He hasn't done anything to stop it, and he wonders if inaction is the same as contributing to the problem.
