Tracey Thorn's work with Massive Attack is kind of similar, though both she and Sia are in classes by themselves. Listen to Massive's "Protection" with Tracey's vocals, or "Teardrop", which is sung by someone else (and is the theme to the TV show HOUSE.)
I love that song too, but I'm not sure what to recommend to you, as it is quite distinctive. If you like Sia's voice, her song 'Sunday' is good. When I'm listening to Sia I also like to mix in some Bright Eyes, Sigur Ros, Bat For Lashes and Regina Spektor. Also, the Death Cab for Cutie song 'I will Follow you into the Dark' is one that I listen to with Sia. None of my suggestions are precisely like Sia, but they are all in my playlist with 'Breathe Me' so I hope they are similar enough for you to enjoy them anyway!
