It's hard to make an arguement for anyone but Snoop Dogg, 2 Pac, DMX and Ice Cube.
Dre didn't do very many albums and wasn't much of a rapper. The Dogg Pound is two people not one and they didn't have much success in their solo careers. 50 Cent is too much like the pre-pimp Snoop Dogg, and everyone else can't compete when it comes to popularity.
For Snoop he really only made 1 true hard core gangsta rap albums (although it is almost universally regarded as the best ever). Most of the rest was more like pimp rap.
2 Pac was a gangsta rapper and he was very good, but he had a lot of cross over stuff, and the cross over stuff is the stuff that made him the star he was.
DMX was one of the biggest ever, and you can make a strong arguement for him being the best, but his only flaw was that he was too fictional in his work. He took his stuff so far that you knew a lot of it was bull. You often had to question how much of what he was saying was real.
Ice Cube became a star with gangsta rap ONLY. All his albums were gangsta rap and his biggest hits were all gangsta rap. His songs were powerful and they scared people with the realism he put down. Lethal injection is definately one of the top 5 gangsta rap albums of all time. He was one of the founding members of NWA and he became a name because of his role as Do Boy on Boyz in the Hood. Even his most recent single is gangsta' rap (despite all the disney movies and such).
No disrespect to Snoop, 2pac and DMX, but I gotta' say Ice Cube is the best gangsta rapper.
