Profile Stars?!

Question: I've noticed that some people received lots of stars in their profile.... others none.

How you I give someone a star? Or how do they give me a star?

I believe..... although I have no stars myself..... that if you ask a question........ a good question

such as this one is...... then people check the interesting star at the bottom of the question box, and then you receive a star for it.
