In all honesty, Bowie has reinvented himself so many times that I don't think the Tin Machine project had any bearing on his popularity. Bowie's newer material hasn't received airplay since "Let's Dance" in 1983, which I think had MORE of an effect on his sales (or lack thereof).
Anyone who has followed Bowie's career is used to the ch-ch-ch-changes (ha ha) he has made through his career. I am not a "major" Bowie fan, but I do applaud him for never standing still musically or resting on his laurels the way so many from the 70s have.

I think that David Bowie is such a revered character in popular music, that people will have a different opinions on him. Tin Machine was a great project, but i think it did confuse people about what his priorities were. He did suffer a slight loss of fan base, but with that many great songs and musical projects, he could afford it. :)
I bought the eponymous named album on its release by Tin Machine and considered it to be fair to moderate at the time.
I loved Bowie's early 70's stuff and was hoping that he was trying to emulate this period. I remember him being interviewed at the time and him saying that he wanted to be a "member of a band, just one of the lads", which he arguably was in his incarnation as Ziggy Stardust.
It obviously didn't work out, but you can not blame him for trying......Still love his early stuff.
