No, I don't think so. Dre is known for being a real perfectionist, making people do like a gazillion takes of one line before he'll even think about recording it for the album. That's not really lazy is it?
But I think what Tupac was getting at was the fact that Dre's rumoured not to create most of the stuff he claims the credit for. If the runours are true, then what Dre does is work with a team of people who bascially come up with what gets know as a Dre beat. But then he seems to work really hard putting that together for the track.

i guess in this circumstance he was lazy for not apearing at snoops trial but he isnt all the time. while he makes great beats, he HAS pushed his album back by like 10 years and he has done some dumb moves like work with 50 and stop working with game. bottom line is although he is a great artist he is a bit lazy.
