Seriously, my hubby plays bagpipes, and it is certainly the most physically difficult. The harp is the most difficult to tune-all those strings!!
I've never played it, but the Oboe sounds hard.
Pretty much anything you have to blow through.
Oboe, tuba, maybe harp as well (it has got so many pedals!), practically also church organ (you really can't take it home!)...

I don't know they're all hard but I play the violin (although I hate it) and it's really hard!!
Things you blow through are hard especially because my friend plays it and she says it's well hard.

the correct usage of the bow is quite tough (that's what I've heard)
though I think that any instrument is hard to play if you have reached a certain level - there's always a point where you can't get any further
