Seriously, listen to any great song and it will follow these guidelines. Of course the amount of verses can change.
Go to bars, and listen to people who are unwinding and a little drunk. Watch for catch phrases. When you find one, you can hang a song around it.

There are formulas and your first answer here gives a basic example of such. But, there's something to be said about the intent of your endeavor.
Just two examples:
1) Are you writing songs for demonstration purposes, possibly to deliver to a label representative or producer?
OR
2) Are you approaching the final stages of writing songs for an album or project that you are intending to record and publish?
The criteria for each can vary vastly.
