Can you tune an electric guitar so that it is a bass guitar?!

NO!!!!!
A guitar its a guitar, you can't turn it into a bass guitar. Let me explain you.
A bass guitar has fatter strings.
The bass guitar strings produce lower frecuencies cause they vibrate slower than guitar strings.
The bass has bass pick ups so they can recive the the vibrations on the strings and send them to the amplifier, wich is a bass amplifier.
The guitar tuning is E2 A2 D3 G3 B
And the bass tuning its E1 A2 D2 G3 B3 E4
If you tune down the guitar strings the won't produce sound cause they don't have the rigth tension.
Don't try to put some bass strings cause they just won't fit.
And if they fit (wich is imposible) the would braek the bridge.
So, no.
Buy a bass, the cheapest its like $150
You would need some new strings and a new pickup.
Assuming you have a bass amp it might sound OK, but probably never great. Sorry.
No because the first four strings of your guitar should be tuned an octave lower, and it would be impossible for you to hear a proper bass sound, and a guitar can't support bass strings. Sorry...
Last time I checked, a bass guitar was an electric guitar.
But on a serious note: The neck on a lead or rhythm guitar (both 6 strings) is not heavy enough to support the tension required for the lower bass chords. Also, you can't tune any of the strings on a 6 string to the proper notes to be a bass chord; they aren't heavy enough and the tighter you pull them, the higher the notes go, not lower like a bass.
If you did get the bass strings, they wouldn't fit on the 6-string body because the bass has a much longer neck and if you did get them to fit, you wouldn't have enough string left to achieve the proper bass notes.
There are also electrical differences (pickups, etc.) that would make a conversion impossible.
