Usually at night theres always a party,an event where most people play outside all night and a lot of activities happen. Dancing,talking with friends,meeting new people,eating etc. A lot of times it will be in front of a stage,school, or other place that is performable and can be used as a stage. Sometimes at those stages bands play or even solo musicians. Guitarists etc. So thats a big possibility most likely since thats how it always happened from visiting there a lot over vacation in the summer.
