For the WTC, I'd suggest The Doors, "The End".
For the gang violence, I'd use some early "Rage against the Machine", you know ? the really heavy stuff?
"Gloomy Sunday" by Billie Holliday was allegedly the saddest song ever written.
Infact so many people committed suicide after hearing it, that it was banned from being played on radio for many years!
"Everybody Hurts" by REM would go really well in your video though!

sonic youth remade a carpenters song, Superstar and it was pretty gloomy.
There was a band from NYC in the early 90's called Winter. They specialized in doom and gloom. Most of their music was instrumental and it might go well. Unfortunately, I do not know where you might be able to find some of their music. I do know they were on Nuclear Blast records.
