Learn how to be a singer--i.e. how to pursue singing as a career, not just as a hobby. That's not all there is to it, though. This is only the first step.
Build Self Confidence. You need to believe that you can do anything, no matter what anybody else says. Even if a famous album producer says "You can't do that," then he better think twice. Many people will try to rip you down and tarnish your self-esteem and reputation. You need to be able to remain unaffected by that.
Be determined. There's a lot of competition out there--millions of people seeking their 15 minutes of fame. It's not your looks or talent that will get you ahead, it's sheer tenacity.
Be creative. Being able to sing a few notes is just part of being a singer. It is also something personal. A song is the singers way of expressing themselves and being creative. True singers sing from the heart. If you are able to write a poem that you and other people can relate to, than you have yourself a song. All you need is to figure out what notes to sing, and what adornments to add in.
Take risks. The most famous singers (Madonna, Beyonce Knowles, Whitney Houston, Mariah Carey, Aretha Franklin, Christina Aguilera, leona lewis,Joss Stone, etc.) weren't afraid to do things that would draw attention and create controversy. They always manage to leave people wondering what they'll do next.
Become a publicity hound. Eat, breathe, and sleep attention. Looks for photo ops. Speak up. Swipe up any chance to shake up the spotlight. Make yourself known.
Learn about music industry business to not get fooled. Read the book All You Need To Know About the Music Business for lot's of more details.

Keep an eye on the paper, magazines, radio or even the TV for opportunities to sing. Some come up apply for them as soon as possible.
Sing at talent quests, small concerts, open mic nights, karaoke, etc. Let your voice be heard wherever you can.
If you're old enough, try singing at bars, clubs, or even restaurants.
If you can play the guitar or any portable instrument, go do a spot of busking (playing for money on the street). Not only will it earn you a bit of extra cash, it will get your voice heard to others. Who knows, a talent agent might be walking by.
If you're not fully trained in singing, get some lessons. If you are very good, your teacher might recommend you to someone who could just offer you a job.
