More or less, yes they were. Punk metal to be exact...their fast way of playing helped spur the creation of thrash metal and their audience was composed of metalheads and punk kids alike.
Back in the '70s they would play shows with the Damned and have contributed to punk albums such as a Ramones tribute.
Anyway, it's a matter of opinion. Being a punk I believe that they partially were but if you were to ask a purveyor of metal I'm sure that their opinion would differ.

Motorhead really is neither, more of a blend of the two. They were the one band who the metalheads and the punks could claim as their own and agree upon. Go see them live and you'll see an extremely diverse crowd......bikers, punks, metalheads....it's quite the mix. Lemmy, however, says that Motorhead are nothing more than a 'rock 'n' roll' band.
If you wanted to disagree with Lemmy however, than they would fit as metal. But why would you want to disagree with Lemmy?
