Taare Zameen Par, without a doubt.
No offense, but anyone who thinks a movie like Welcome is better than Taare Zameen Par can not truly understand a work of art.
While I'm not saying everyone must like Taare Zameen Par, I personally don't know how a movie like Welcome could ever be considered better than it.
