My take on the song, which is pretty good by the way, is that she is talking to herself, reminiscing about what she and her now ex have been through, the good times and bad.
He/she isn't there in the room with her nor on the phone, she is just staring at the picture that she kept and remembering how it was.
I believe the part about wanting more time and stopping the world for it is her just wanting to stay in that moment and feeling of when things were good between them.
the person she is referring to obviously has moved on to another girl and she, Brie, a little jealous, but none the less wants his happiness over all... while believing that she could've been the one for him and he just didn't see it.
Then again that's just my take on it.
