Singing voice? I am not a singer myself, but a musician, so I would say practice what you can when you can.

I would start by eliminating being Tone-Deaf. Being Tone-Deaf means if you hear any pitch you couldn't sing or hum that same pitch from just listening to it. That is an infinitely useful skill to have for a vocalist I presume. This can be eliminated by simply practicing it. When you hear a pitch, try to sing that same pitch until you match it. It will take a while, but you will soon learn how to hear if you are correct or not, as well as whether you are in tune or not. If you have perfect pitch, then this would be no problem.

Once you have that down, you just need to practice singing. Work on opening the throat and taking full breaths to obtain decent air support. When breathing, imagine like you are fulling up a glass, start from the bottom, which is your stomach, and work your way up to your lungs. This will ensure you have enough air to support the sound you are going to put out. Also work on volume. Being able to sing softly is just as important as being able to sing loudly.

Last but not least, practice what you can, when you can. Anything that comes to mind should work. Listen to your favorite song and practice singing that. Learn new songs as well. Last but not least, do not expect to see radical changes over night. This process takes time, but is well worth it. You will being to notice gradual changes in your voice quality and your musicianship.

9. Set A Time Aside Every Day (Or No Less Then 3x A Week) To Work On Your Voice/Singing.
10. Watch Your Undertones.
11. Note How You Talk Through Out The Day, Practice Saying Things In A Pleasing Way. Does What You Say Carry The Emotion Of What It Means? Is It Believable?
12. Wearing Headphones Record You Singing To 3-5 Songs You Think Have The Style & Range You'd Like To Have & Listen Back To Them, Note What You Did & Didn't Like About How You Sung The Songs, Do This For A Few Weeks & Keep Notes & The Recordings, This Will Help You Understand What You Need Work On & What Your Getting Better At, It Also Helps You Not Give Up, Since You Can Go Back & Listen To The 1st Few Times You Recorded & See How Much Better You'v Gotten.
