Is FL Studio good for making beats like rap and techno?!

Fruity loops is fine. You can make good things with that depending on your skill level. Check out music by Basshunter. Try looking on youtube or something. It's techno music, and he specifically uses Fruity Loops to make his music. That could give you a good idea of what you could do with the program.

Flstudio is the best thing to start with because it is the cheapest beat making program. All you need is to download some free soundfonts and vsts and you can have professional sounding music.
