I think there's too many different styles to label one as more perfect then the other, but if you really want some technical music check out Dillinger Escape Plan. They refer to themselves at Calculating Progressive Metal. They do a lot of off beats and they change their times and riffs a lot. If your more into pure speed and really gutteral vocals check out a band called Krisiun. They're really heavy and really fast. Some of their instrumental songs are just insanely complex and fast.
Tool is really in a league of their own, and the only band, in my opinion, that even comes remotely close to their sound is Maynard's other band, A Perfect Circle, which I adore as well.
