The top number is how many beats in a bar, and the bottom number "indicates the note value which represents one beat". So for example, 3/4 time indicates 3 beats to the bar, and each beat is a quarter note, while 7/8 time means 7 beats to the bar, and each beat is an eighth note.
3/4 time = 3 beats per measure, and it's the quarter note that gets the beat.
Contrast that to 4/4 time, which is: 4 beats per measure, and the quarter note gets the beat.
Or, if you were in 3/8 time, it is: 3 beats per measure, and the eighth note gets the beat.
The bottom number always signifies which note gets the beat. If it were a "2," the half note would get the beat. If it were a "16," the sixteenth note would get the beat. Get it?
