Question: the late Floyd Tillman wrote it. Many have recorded it incuding Wynn Stewart,Ray Price, Willie Nelson etc, But my favorite of these artists is the Wynn Stewart version. I believe the correct title is "This Cold War With You"

My other theory is that you've misheard an Elton John song called "Sacrifice", which goes "Cold cold heart / Hard done by you" in the chorus:
