Yes, it's due early 2008. It is being produced by the guy that produced the Slayer and System of a down albums. No more Bob Rock, yay.
Yes there is a new album in the works. It's set to be released by spring next year. They're also working with Rick Rubin (Slayer's producer) and claim they're going back to a more old-school sound. (I hope so - this alternative stuff they've been doing for the last 20 years is really lame)

Metallica is currently working on a new album. Rick Rubin is producing, and some of the band members say that the new songs sound closer to their first 5 albums than their last few albums have. Originally they were saying it would be out by February next year, but now it might be more like March or April.
