It was the Osmonds, and they have repeatedly denied that the song was about drugs, despite the obvious connections to the slang term for heroin. Although to be honest its hard to imagine they weren't on some kind of mind altering substance at the time.
yes that was the Osmonds and I remember when it was released. The neuuur bit isn't part of the lyrics though but part of the music, it was the sound made by guitars.

The Osmond eco-warriors, years ahead of their time with that anti-car/pollution song - and what a great song it was! I think (but I could be wrong) that the sound was produced by an instrument and was a note rather that a word but I used to sing it as Waaah! Waaah!

I don`t think The Osmonds would take a neurofen let alone hard drugs.The song was actually about how we are polluting the atmosphere and ruining the environment.It was probably the first song to ever deal with this subject.I`m not an Osmond fan but that song was pretty good.The Sensational Alex Harvey Band did an excellent cover of Crazy Horses.Well worth a listen.
