I don't think there is anywhere to get free cds with free postage and package. Nothing in this world is free.
have a look on freecycle.. put a wanted request in.. in your local area.. you want music ones, not blank ones?
but I think it's a bit rich you asking to pay postage as well..
i buy games via my ISP. they retail at like ￡20+ BUT I have to pay ￡2.99 p+p on them.
I think it's better if you buy it yourself instead of getting something for suspiciously free off the Internet, even without shipping and handling.
You can join a music club. They'll send you like 12 free CDs. They'll tell you to agree to buy like 2 with-in the next year and then you'll get more free CDs when you do that. Regardless, you get CDs sent for free right away. I'm not telling you not to pay your bills but you don't really have to buy the CDs they ask you to. You'll still get free CDs from them.

FREE with no handling and postage,............I get mine from inside my head, it fits my mood and is easy to hear, doesn't require any maintenence and doesn't annoy anyone else.
you can download from limewire... u get that from www.limewire.com and then u could burn that into a cd =) u have to install limewire btw....
Try going down to a local thrift store or the salvation army. They really don't typically give things away on the internet.

for CDRs;
this is the one you probberly wont really find, but if you have any contacts or (depending on your age and present situation) you could get a few from your school/college/uni,
or a freind may be able to give you a few, obious stuff i know but its better than nothing, it also depends on the quanity you want.
prerecorded CDs;
well depending on what you want/how many tracks..
it is illigal to not pay for most music and to get music off people that are not living in the same house as you!
there are other places to get music from,
ask a local band/s if you can have a demo CD.(if they give it to you they are giving you the right to play it in private)
although i said local, it doesnt have to be. it could be from spain, but i would think that there would be p+p to pay [=
there is royalty free music, this is music that anyone can download/copy for free. it normally tends to be absolutly rubbish though.
you can always get music from anyone living in the same household as you again this depends on your situation.

there you will find some free music, to lisen to and some to download.
the internet is probberly the best way of getting free music, but be carefull that you dont download anything copyrighted. (just dont download famous bands, unless you find them on myspace to download)
theres anotherone, myspace lilly allen is a big fan of putting exclisive downloads on there, this is mainly because she became famous from her myspace.
ofcorse you'll defenitly need the CDR's if you download stuff [=
