This song is known for stirring up the East Coast-West Coast hip hop rivalry, since Tupac Shakur believed it to be a subliminal diss song mocking his robbery/shooting in November of 1994 inside a recording studio in Manhattan, New York. Although Biggie and close friend Sean Combs were only one floor above Pac when this happened, they vehemently denied the rapper's accusations.

His name is never mentioned but west coast is so Pac took it personally & I believe it was meant personally. Just my opnion though. Who knows now?
