No, I think it comes from "I beg you to pardon me for bothering you." Otherwise known as "Sorry to bother you, but...", just a bit more dated.

No, and beg's and pardon's don't really have a real link to promises, so think about the words and you'll get the real meaning, I've never thought of promises when someone says it, I just think.. you aren't really begging, and you don't beg even though you say you do
