Question: I have just had my piano tuned ......but it still sounds awfull!

Sounds like the hammers could be worn, assuming the piano has been tuned correctly in the first place. Alternatively the piano may not hold its tune, which could mean a complete rebuild. Worn hammers is a relatively small job compared to rebuilds.

Perhaps it is not the piano, but the operator of the piano! Practice, practice, practice!

Not enough information. If it's a new piano, they take some time to settle into your environment and conditions so will quickly go out of tune - this is normal. If it's a really old piano, it may just have seen better days and is unable to keep it's pitch. Best thing to do is to contact the tuner and discuss this with them.
