At the time when Beethoven was writing his Fifth Symphony, he had been depressed for a very long period of time--he was beginning to lose his hearing and his relationships were not well. Then somehow (it is unknown exactly how) Fate "knocked" on Beethoven's metaphorical door and presented him a choice--to continue life in its depressing monotony or to change his life.
Legend says that Beethoven was perhaps contemplating suicide at this time as well and this call from Fate was a wake-up call for him to write his most famous symphony

I had always heard that in response to the French Revolution, free thinkers and anti-monarchy type folk like L. Beethoven were hoping that attitude would be more wide-spread.
Thus, the four note motiff in the 5th symphony is to represent fate knocking at the door of monarchs.
