An electric tuner actually shows you the note you are playing and whether it is sharp, flat or spot on. A pitch pipe requires you to use your ear to tune. It's a small wind instrument with 5 or 6 different places to blow into it to produce the different notes of the guitar strings. Think of it like a modified harmonica.
The easiest is the electronic. The best - pitch pipe, because it trains you to listen for pitch and you learn to match that pitch.
