I,m going with Paycheck. His songs were more for the blue collar worker as where Cash mainly sang about prisons and prisoners. Paycheck had those bar drinking songs.

Johnny Cash may be the general concensus but I have to wonder if Johnny Paycheck might also be in the running. I think he recorded more albums than Johnny ever did and it is hard to say the "Take This Job and Shove It' and I'm the Only Hell Mama Ever Raised" wasn't as big as a hit as Johnny Cash songs.

Everybody's saying Johnny Cash, but I wouldn't say he was an innovator in country music. He had a style all his own that he invented and stayed within.
As far as country that I think of as "country," Johnny Rodriguez has the voice and the arrangements that just make me melt.
Honorable mention goes to Johnny Duncan, because he took some pop songs and made them so country you'd never know they started out as pop songs. (Come A Little Bit Closer and Slow Dancing.)
