I don;t really know who he is but listened to a few songs today when I was trying to find funny song titles and I got a giggle out of the Ballad of Charles (Charlie) Whitman. I think that was it, then the one you listed and We Reserve The Right To Refuse Service. he had quite a few funny song titles.
