Well right now hip hop is fine but rap (difference between the two) is in a state of TURMOIL. It's going to take a reawakening of people coming into the industry, the producers and executives allowing certain types of music to be played and most importantly the consumers that purchase poor quality music.
The industry doesn't lie with the artist but with the corporations that fund these smaller record labels (The ROC, DTP, etc) The heads at these companies look for rappers that can sell records regardless of talent or the content of the material BUT IT'S UP TO THE CONSUMER TO REJECT THE TYPES OF MUSIC BEING PUT IN THEIR RECORD STORES. The more people buy, the more cookie cutter artist that will be out there.
FROM THE CONTENT SIDE OF THE MUSIC: Right now the state of Rap music is in crisis because the communities from which these artist come from are also in crisis. While these communities have always had their share of problem (which communities don't) it seems that over time, they have escalated (call it lack of govt intervention or lack of real leadership) and the underlying problems haven't been addressed. BECAUSE OF THE ISSUES WITHIN THE COMMUNITY, the music and the artist reflect this hurt and anger in their music. EXECUTIVES FEED OFF OF THIS and then package is so that it's appealing to people that know this to be their realities but also middle America that likes the glorification of the violence but most likely will never experience it.
This could be a really long discussion which goes much further than the artist but in short the music is a REFLECTION OF THE DECISION MAKERS IN ORDER TO CREATE AND PACKAGE A WINNING PRODUCT REGARDLESS OF IT'S CONTENT.
THE ANSWER: self produced music, boycotting current music out there that is not of quality, support independent artist. IF IT HURTS THE WALLETS CHANGE WILL HAPPEN!

It won't. Theres always gonna be wack artist with no talent, and theres always gonna be 1 hit wonders. But there will also be talented artist rapping with a purpose.

what its gonna take for a hip hop comeback would be to let NaS, immortal technique, Jedi Mind Tricks, Army of the Pharaohs and some other TRUE rappers to get more radio play. obviously people have forgotten what real hip hop is all about. let people be exposed to this kind of hip hop/rap and see how quickly people like soulja boy get taken off the air

hip-hop isnt in a bad state there are just some bad rappers out there who get credit for bullshit like lil wayne he messes up good song with his annoying voice and jay-z like flo alot of the good rappers are overlooked and only get reconition in teh real streets not by these lil teenage girls who think someone can rap just cause they think they're cute but anyway hip hop is fine it just need to give its respect to those who are lyirtcal geniuses and not the pretty boys who say shake it this way or crank dat or lean here or rock there
