You'll need a decent guitar, a good strap, amp, tuner and metronome. A starter kit by Epiphone, Yamaha or Fender are good. If you have neighbors prone to complaining, get an amp with a headphone jack and practice that way.

As far as effects, you'll have to go to the store and see which one suits your tastes.

you'll need a guitar, amp, instrument cable, pedals and such and time to practice.

a lot of companies like squire and epiphone do what they call start up packs with a guitar, small amp usually around 10 or so watts, lead, strap, tuner and usually picks and a tuition book or vid. these are a good place to start. effects wise i personally go for a good distortion, a chorus and maybe an echo or a delay. make some very good pedals or if you want a 'box of tricks' try a digitech whammy or a zoom 2020.
good luck.

ok if you get a starters kit it will come with a guitar (a squire to be exact) an amp, a cable, headphones and all the stuff you'll need to start out. BUT if you want all those effects that everyone uses you have to buy some pedals. You can either get just a cheat distortion pedal or stuff like that or you can get a Multi-effect processer which has like 80,000 different things on it (only issue is it costs $200 +) but if you want to start out just get a starters pack (its about $270ish) and buy a cheap little pedal and go from there.

Get a Squire Stratocaster. They're made in Mexico for the Fender Corporation. They play fairly well and are a GREAT starter guitar. Then get a Pocket Pod by Line 6. Bunches of effects and amp sounds. Just play through some decent headphones and you have the perfect scenario...No need for a bulky amp and happy neighbors!
