The Hoppus bass should have a fatter tone as it has Seymour Duncan Quarter Pounders in it, which are very popular pick-ups for modding a Precision Bass once you buy one. The Hoppus also has the Offset Jazz Body and only one tone knob. There are people who can get around this one tone knob, while others cannot. The best advice would be to try both side by side.
Usually, a signature guitar is built with any modifications the artist has made to make the instrument unique. These modifications often raise the price of the instrument. I guess the biggest difference would be the price.
