Question: Song was made in 80's or 90's, sung by a woman, starts out in a soft town with do do do do (6x+, with different tones each time), I can't remember any lyrics except some about a window and it raining outside, very vague but any help?

I tried to find something but it is hard since i don't know the song...
If it was a hit song perhaps you can look through the top songs for those years on billboard and something may ring a bell...by either the song title or artist
good luck...i know how it is when a song keeps in your brain but you can't figure it out
