I give it a 3, as it is now. You're not singing; you're talking. However, I think you could definitely learn to sing. If you can't afford vocal lessons, then join a local choir (church or community). You can learn a lot by doing that.
If your reason for not wanting to take vocal lessons is more of a "Oh, I don't want to take lessons to learn how to sing", then maybe singing isn't for you.

Pretty good for a beginner. You've got a few things that can easily be worked out, but a voice like that could really grow into something good.
